"We welcome the additional £900 million made available to HMRC to combat tax evasion and tax credit fraud. We also welcome the much needed focus upon improving the operation of PAYE.

However, we remain sceptical that there are efficiency savings of 25% which can be secured in the same timeframe. In our view, generating ongoing efficiency savings requires a more active approach to tax policy simplification enabling resources to be released for combating tax evasion and improving the service provided by HMRC to both businesses and individual tax payers."
