Biography

Current role

Andy is a partner in the Government and Infrastructure team.  Andy specialises in providing advice to Local Government and Emergency Services, in particular assisting authorities with the procurement of services and major capital projects.

Experience

Andy is a CIPFA accountant with a background in Local Government finance and management consultancy.  His clients have included a wide range of single tier and two-tier local authorities along with major central government departments, NHS Trusts, Police and Fire Authorities and private sector suppliers to the public sector.

Recent projects include:

  • Blackpool Council - financial and commercial advice to the Council  on its procurement of a joint venture partner under the Building Schools for the Future programme, focusing on Partnering and ICT services.
  • Avon & Somerset Police – financial and commercial advice on procurement, through PFI, of the authority’s accommodation project, including custody facilities and a regional firearms range.
  • A London Borough – advice on options for potential re-negotiation, equity purchase or voluntary termination of an operational schools PFI contract.
  • A London Borough – financial standing reviews of private sector partners for the delivery of local regeneration projects through joint venture arrangements.
